Hoping against hope that the SYSTEST username had sufficient privaleges,
and that I remembered the password, I logged in as SYSTEST.
I ran the authorization mods in the manual at the URL you gave me and
changed the SYSTEM password to something I would remember. Lo and Behold!
I have a working system I am master of.

Damn. I wish that VMS didn't ask me to change my pw every 30 days or so.
That sucks as this is not a production system. Security isn't a high
priority by consequence.
There is now a stickynote attached to the monitor with the usernames and
passwords written on it......
