Yes, don't forget that an IDE connector inside a PC is just a very odd
parallel port. Just about anything with a couple of 8-bit I/O ports can
be made to talk to an IDE drive.

This would be fairly simple I suspect. You'd need some intelligence on
the controller card, but a fairly simple CPU would do it (even one of
the bigger PIC microcontrollers could probably stand the pace). It
might not be fast though.
