Absolutely - it's distribued with DECUS C. See, for example,

for the C version, or

for a PDP-11 BASIC version.

If you'd prefer physical BRU tapes of various DECUS SIG items, I can
arrange to run off copies from the masters here. There's also a CD-ROM
in the works.
