definition of personal computer

No, and by your own definition I don't think a CDC 6600 or 7600 will *ever*
be a personal computer for anyone. It would be *much* harder for an
individual to operate one of those than the DECsystem-1090 that Scott and I
have, and we're not much closer to operating that than when we got it.
