That's typical on calls to outbound trunks, but it's clicking on station
to station calls (i.e. internal)?

What do you mean the "CO wasn't talking" to you? I'll translate this to
mean the system sensed that it didn't have dialtone or line voltage on the
trunks that are programmed currently.
