Building boot disks for PC RT 6150

Hi!

I want to confirm that RT is really sick by trying different boot disk
because both of my diagnostic and boot install disk always gives
rapid flashing "99".

What part can cause this problems even it did booted the disks
but it stops with this error?

Is there alterative OS for it and downloadable from 'net to test this
out.

Remember, I have only means of testing without or with MFM
controller and 80MB HD.
