Informer(terminal) modem problem

  Here's a thought re: the modem not drawing dial tone... I have
had this problem in the distant past when the modem was in 'Answer'
mode instead of 'Call' mode... usually a Hayes modem only reports
"RING' when an incoming call is detected.
