Sounds like a print publication that isn't exactly surviving (there was a
year between issue #79 and #80 but the subscription gets you "1 year (6
issues)" :-)
82 has been in the works for a while apparently.

Robotics people do this too, publish three issues and then die because they
didn't figure out just how darn hard it is to actually publish something. Sigh.
