That's correct.

In theory it needs to be cat3 or better. Silver satin (i.e., regular
modular phone cabling) generally won't cut it due to crosstalk and
environmental noise problems.

As long as you have two idle pairs and the stuff is twisted it should be
okay over short distances. In the end you may decided that it's easier
to do the job well the first time rather than live with problems everytime
the dishwasher fires up or you turn on the lights in the garage...
