Personally I'd go for option "b", it would be the easiest and most courteous
method. Whilst desirable, I feel option "c" would be too problematical.

Absolutely. Not only could this lead to potential virus distribution
problems but if there are 400 people subscribed to the list and someone
attaches a 1Mb file to a message it's going to clog up the server!
