This used to be obvious on the VT220 and VT320, but got demoted to the
Global Set-Up screen on the VT420.
Press F3 (Set-Up), and this gets you to Set-Up Directory. The top left
menu item is Global, and then "On Line" or "Local" is on the second
line of that screen.
