I am in the UK. The attitude of the legislature here is that property
belongs to someone unless they explicitly give it to you. This was
highlighted in a case a few years ago when a refuse collector was
convicted of stealing from the council which employed him for salvaging
stuff which had been thrown out by householders.

The ruling was that, once refuse was put out for collection it became
the property of the council.
