Mac slow-down utility?

Slow has to be in the description, but my brain isn't giving me any good
clues on the name. Rose or Rosie might be part of it, but sounds like a bad
brain to me.

A list of all software sorted by platform and year might be a nice thing to
look at too.

I plan to visit tidbits and maybe mactech and do searches with "slow or
emulate".
