Just getting started with a MicroVax 3400

Question: I thought that the hobbyist program had been
slowed to a Beaurocratic standstill (corporate non-funding?).
A while back people were saying that they hadn't got
responses to eMail. Am I suffering from a misconception?
Has the hobbyist program gone green-light?
