Newbie dancing hamsters questions

Just wondering. How many Mhz or MIPS
do you need to display dancing hamsters?

What's the best way to get this to work using only
a 7-segment LED for the display and telegraph sounder
for sound output? My boss wants
an estimate of how long it will take to implement
this with a 4 bit CPU for under $1.
