This does sound like a serial cable to connect to a modem ... although,
wouldn't a DCE device want a D25 male plug? Well, I guess you can easily
find this out if you test the connectivity of the pins on either end.
I still have my C64 manual at home, so I can look up what you should
expect to see with the serial cable.
