This is because root doesn't normally have /usr/openwin/bin in its path.
There are two things you will probably want to do in the .cshrc file or
.profile (depending on shell) set LD_LIBRARY_PATH to include
/usr/openwin/lib and set path to include /usr/openwin/bin then type
openwin
at the prompt from the console and the system should pop into openwindows.
