This is a high bandwidth list so I'm not following all threads or am
following
some at 20% and blah. But anyway:

There is an organization called the DMA here in the US where you can submit
your snailmail address and this will clear you from the 50%++ of law abiding
snailSpammers and i suspect they do eSpam too.

The "Opt out" at the bottom of eSpam is strongly encouraged if not law and
is
also abided by a good many.

Also there is a thing called a RBL IIRC or RealTimeBlackHoleLIst where reeel
bad eSpammers can be whammied with denial of mail relay and LOTS of other
Internet services.
P.S. It happened to my prior employer (the whammie) so I know it exists.
Why did I ever work there? More women then in straight Engineering
(IE more than zero).

Any abuse can result in Law -- that's why the abusers Want to self-regulate.

Conscientious objector to Spamming.
