That's what counts.
A good context sensitive OCR program should be able to operate at well
BELOW the source resolution -- it needs to differentiate the characters,
not necessarily see all features. (for example: serifs) And with good
enough context sensitivity, a lot of them can be interpolated even if not
recognizable.

Is Outlook, etc. so incredibly porous that it's necessary to scan plain
text messages??

Are you the one whose system sends an automated response every time
somebody sends an infected attachment to the list?
