He did say "OSU". As in Ohio State University (which seems to have the
most web presence),
or Oklahoma State University, or even
Osh State University (OSU) in Osh, Kyrgyzstan.
Sometimes abbreviations or acronyms don't quite impart enough information.

Portland is only a few days drive from Ohio, if he can't find the book
online.
