Locking RA81 heads

I've heard this mentioned... I think that I've locked them both ways
while at DEC with no problem. However, they were spun down and fully
parked (I think they had a landing/parking zone) before I locked them.

I was warned about the locking them while spinning only after I'd worked
on at least 20 or so with the fatal glue stiction problem.

Now, Eagles always got locked down the right way.
