RSTS/E

Running RSTS/E 7.0-7 on an emulator and can't get the serial terminal to
accept logins. Keep getting 'No logins' over and over.

I've run $UTILTY and 'SET LOGINS', but it still happens.

Not being a RSTS/E admin in the past, I'm curious to know what else I need
to do? Any ideas?
