microvax 3 info: ka650-ba is single user?

VMS can tell from the sysctl register that its a -BA version. This was the
CPU uses in the VAXStation 3200. The Hobbyist license doesn't care. I've
heard, but not verified that a general purpose VMS license (ie not the
VAXStation version) will complain with this CPU but can't personally verify
that because I don't have different licenses to try. In general, if you are
using the Hobbyist license you can ignore this issue.
