Dave I'm sure the standards have been around for quite some time. A
lawyer probably was paid to put everything into legal terms, but the
ideas were probably developed by our founding fathers, or maybe later by
some of our leaders.

Who said no one knows what to do? I think they (our leaders) are doing
there best to determine how deep things go, and to plan a suitable plan
for retaliation.
