I think this was discussed here last year, sometime in the May-July time
frame. I was motivated enough to actually buy an old O'Reilly book on
managing UUCP. I would only be able to support TCP/IP connections.
I'm sure there are enough people here with cable/DSL that we could make
a pretty fast backbone. Then on the fringes you'd have dial-up access.
If you're running vintage hardware with newer OSes like Linux or NetBSD,
it's probably easiest to connect to your local ISP via TCP/IP over PPP.
Otherwise, you'll have to find someone willing to provide straight
dial-up.

I'm sure purists will be offended by the suggestion of using TCP/IP
preferably over traditional dialup.
