  To my recollection, I've only ever bid on 3 items that had a reserve.
None of the three made the reserve, and 2 of the sellers were surplus
dealers who subsequently lost their eBay accounts because the kept
offering me "related" deals by email. The third is 2 strikes down. The
next time he emails me I'll report him too.

  I think a lot of resellers don't expect to sell on ebay, they just
want contact info of people with a demonstrated (by bidding) interest in
their product.
