Or the US government could ratify the Basel Convention, and all these
systems would not be exported at all.

I imagine some of that 20% are systems which are resold or are donated to
other groups. The remaining bits of that 20% are collected by people like
us, and stored in our warehouses, garages, basements, and or houses.

Kinda sad when you see just how much usable stuff is being junked...
