I FINALLY figured it out! I realized that TELNET couldn't connect to a
host if you used the hostname, it would bomb, BUT it could connect using
the IP address. The default HOSTS.TXT file was to big. I trimmed it down
to just what I needed and I can now use FTP.EXE and TELNET works just like
it should. Of course now I've got to dig out the manual to figure out how
to use it!

That's been plagueing me for well over three months!
