Exactly.

FORMAT, DISKCOPY, and DISKCOMP have a ggod reason to do so, since they
might want to operate at a sector/BIOS level below the file system.

But the INSTALLATION program for the OS (upgrade version) should both be
settable to any drive, and should be capableof abiding by reassignments.
