I have heard that these VAX systems are needed by the Pentagon
due the the 9/11 problem - they lost quite a few on that day. So
the resellers are trying to fill orders that are being re-sold at much
higher than normal prices as compared with a year ago.

In general, VMS/VAX systems used by the military can't easily be
modified due to the lack of security in the code from M$ systems.
So they will be stuck having to replace these systems in the short
term and upgrade, when possible, to VMS/Alpha systems to
retain the same features. That is not always possible when a
program uses VAX hardware in a manner which is hardware
specific.
