SimH on Win2K

Hallo,
I've built SimH (v2.9-9, and just tried v2.9-10) using MinGW on my Win2K box,
when I try to boot any attached disk devices (either CDROM images or my own
RZ23 dumped disks etc) I get the same error (shown below). Any clues please?
