I don't there was such a beast (FREE or CHEAP) as most micro code
designs could not use a standard assembler because of hardware
variations.Any that were developed would be custom software.
Even if you don't use a meta-asembler you can still hand translate.
A micro-code style state table is useful even with TTL and random
logic decoding.
Most of the CPU designs I have done, I used about 40 to 55 states
for about dozen instruction types.
I could write a simple one for for DOS if need be.
