The procedure should work.
With what you list, I don't see a way to upgrade: you have the
OPENVMSVAX60 CD, so you can install V6.0. Gues what CD you would need
for V6.1... ;-)
OTOH, what forces you to upgrade? - If you want to cluster a VAX to an
Alpha running 6.1, that should be OK: this is the usual way to upgrade a
cluster, you can mix versions if they are not too far apart (there will
be compatibility lists in the Installation And Upgrade Manuals to
explain what "too far" means), and 6.0 vs. 6.1 doesn't sound "far" to
me.
