How do VMS Condists work?

My VMS 7.3 CD for VAX boots to a minimal OpenVMS system booting into
SYS1 on my MicroVAX, but not in the emulator (SIMH).

I'm pretty sure the OpenVMS VAX V7.3 CD will boot into a minimal OpenVMS
system.
