It most likely has the backplane, which is simply slots, and a power
supply. But with out the CPU or IO then it's simply a shell. Does it
even come with any personality module?

I think with the information you've already given him he could be a bit
more descriptive in his auction. Otherwise I feel he's being
intentionally deceptive.
It wouldn't be the first time something like this has come up on eBay ;)

No transcript, but everything was recorded. One of these days I'll put
it all online. I just don't have the bandwidth for it.
