A few years ago, I worked with a tools that took rasterized image files
and converted them to vector based IGES files. It came on a single
1.44MB floppy and ran on a PC under Windows. It worked rather well, but
but I can't for the life of me remember the name of the product. I seem
to recall that it was fairly expensive...
