DECstations are the MIPS based predecessors to the TC Alphas. This is a
DEC 3000/400.

Non-changing LEDs is bad, _very_ bad. Did you tried to dismount and
reassemble the whole machine? Somtimes a connector gets bad... The LED
codes for the DEC3k machines can be found on page 14-5 (205) in the
document
