I think it is a communication controller or an intelligent serial board :
the chip Zilog Z0853006 is a serial communication controller, the Nec D8237
is a DMA controller. IC52 and IC53 (near PL2 connector) are RS485 drivers
and in the same zone there are some RS232 drivers.
