Did you get anything on the console terminal?
IIRC "3" means "sitting at boot prompt and awaiting commands".
Is the boot select switch on the CPU control panel in the "arrow"
position?
Is the break switch on the CPU control panel off? (The PROM halts at the
boot prompt when the break is enabled via this switch.)
