Can be done from either. I've never installed RT11 from tape, but the
manuals describe it. I don't have a bootable tape, though, and I don't
know enough about it to generate one.

Either Bob Supnik's SIMH or John Wilson's E11 should work fine for you.
I've run RT11 and RSTS/E on both.
