The server probably wants to use MOP to download it's

I believe it was normally distributed on the VMS consolidated
distributation, if you happen to have a copy of that.
I don't know if the 700 did telnet, but it would definately have LAT.

LAT and MOP software is availble for various Linux, BSD, and
of course, VMS systems.
