I actually received a copy of the ECU disk I was looking for from
Carroll Bloyd, a few days after I submitted my plea.

I just checked the disk, and while there are a number of additional
Everex EISA .CFG files on the disk (including !EVX0001.CFG), the one
you're looking for isn't.

I'll keep my eyes open and let you know if I stumble across it.
