In principle, yes, as there is no information "outside" what the user can see / use.
However, some systems do not have the capability to format discs, but they would buy used floppies in the first place, I guess.

A hint : sort the floppies according to density. I would be rather p..... if I bought a stack of 20 floppies, believing they were DSDD, and I got some SSSD ones.
