Probably not if done by hand..

On the other hand, Dremels are good at melting things with their
super-fast motor. I'd recommend against using one. Anyways, with stuff
as fine as the aluminum oxide and rouge, you shouldn't need (or want to
use) anything electric to grind your monitor.
