You mean you want the tools used to be open source? If you find any,
please let us all know -- I have looked and found nothing.

If you mean that you want the tool to produce output files that are
useable anywhere, then yes, PCB123 would not be the answer. Eagle CAD
would serve, that produces Gerber files (or PostScript files -- handy
if you have not-too-demanding boards, you can then print the layouts
directly onto transparency material).
