People do this for two reasons:

1) Sometimes (rarely), it works. I have done it, and have really made
some decent steals (not Altairs, however). If the seller doesn't promote
the item well (mistakes, bad descriptions, typos, etc.), tough cheese.

2) Quite a few people do not use My Ebay, so to track auctions, they put
in token bids.
