   I know (or at least I've read) that the V2 design was used post-war
for a lot of things not-violence-related.

   I also know that Homeland Security seems currently to operate on the
premise that Knowledge Is Sinful. All it would take is one nimrod with
a title deciding that Joe had published the design or the manual of "Teh
B0MB" to cause him a lot of grief.

   I have no idea whether possession of that material is legal, but I
assume that it is, and I would bet that it could be legally published.
I still bet that a US citizen who does is going to get a lot of very
unwelcome attention.
