I agree. They're probably just pack-ratting.

You could put up an index to everything, and make only portions of
it available at a time, say a few GB, and rotate once a day/week
the files that are available. "For $N I'll make a DVD of the
entire contents for you."

While it's really nice to provide EVERYTHING! INSTANTLY! it's not
really necessary. If someone is restoring some old thing, and can
see you have the docs they need, and $N will get them everything,
that's pretty good. If someone is polite, you could make something
available on an as-requested basis.

Where $N is enough to cover new DVDs, a mistake or two, a new
mailer, plus postage, rounded up to the cost of a reasonable meal.
$10, $20, etc. It's just copy-cost recovery plus Annoyance Fee.
Let whiners whine.
