Silly question of the day...
SmartTerm will. I used to set up work at home systems for TeleCo
employees and SmartTerm was the only program that I could find (at the
time) that would fully emulate the DEC keyboard. I sggest that you search
E-bay or the surplus places for a copy and give it a try.
