man minicom says: yes.

          N - Macros enabled
               - Yes or No. If macros are disabled, the F1-F10 keys will just
               send the VT100/VT220 function key escape sequences.

If you can get the "PF" keys configed in an xterm, I woudl imagine
you simply convince minicom to not process keys but to pass them
straight through.
